What is a DLD waiver in Dubai?

A DLD waiver in Dubai refers to the exemption or reduction of certain fees imposed by the Dubai Land Department (DLD) on real estate transactions. This initiative is designed to stimulate investment in the emirate’s property market and support both developers and buyers.

Typically, the DLD charges a 4% fee on the property purchase price, plus an AED 580 administrative fee, and a trustee fee that depends on the property value:

  • AED 2,000 for properties below AED 500,000

  • AED 4,000 for properties above AED 500,000

When a DLD waiver is offered (usually by property developers), it means all or part of these fees are covered by the developer, not the buyer. For example, a 100% DLD fee waiver means the developer pays the full 4%, while a 50% waiver means the buyer pays the remaining half.

In some cases, the DLD itself may introduce temporary incentives — such as during COVID-19 — including reductions in registration fees or waivers on late payment penalties to support market stability.
